To buttress the efforts for sustainability and environment protection, even further, India’s environment ministry has come up with a slew of rewards (in the form of incentives) for lone persons, corporations and industries.
Such entities can “generate credits” as they accomplish tasks targeted towards benefitting the environment.
But experts frown at the absence of any regulatory mechanism and fear that the scheme would simply be useless and a redundant counting.
The Ministry of Environment, Forests and Climate Change declared the draft on June 27, which is titled “Green Credit Program Implementation Rules”.
This scheme would credit awards for accomplishing certain “environmental interventions”, eight in number.
The draft pins down, “These credits can then be “made available for trading on a domestic market platform.”
India invents this policy to limit energy consumption and boost carbon credit trading in the country’s domestic carbon market.
But GCP (Green Credit Program) doesn’t have a standard unit of measurement in place which would gauge and evaluate the benefits garnered from a range of activities such as planting a tree and helping to create a sustainable setting.
The GCP will function like a market force but may overrun the carbon market if the green credit also ensures lowered carbon emissions, as the power of the scheme draft.
Avantika Goswami, who is a programme coordinator for Climate Change at the Centre For Sciences and Environment, revealed to the media,” Even tracking carbon credits, which focuses on just one gas, is a complex exercise that is challenging to regulate. Extending that same method to other ecosystems and pollution areas creates a strong risk of greenwashing,”
She went on to add, “It also raises serious questions about how rigorous the monitoring will be and who should take responsibility for pollution reduction and biodiversity savings.”
Meanwhile, Tripti Mishra a professor at Interdisciplinary Programme In Climate Studies at IIT (Bombay) says,” I believe any programme, regardless mandatory or voluntary, needs robust process, involving technical support, good measurement tools and more importantly proper monitoring at the source level. Since green credit or for that matter carbon market are new programmes for Indian companies, these would work well with process support involving awareness to monitoring.”
The central objective of the effort is to spread the message favouring “Lifestyle for Environment Movement (LIFE)“ and the government simply pushes the idea of sustainable living,
This must be remembered here that the LiFE concept slipped into the limelight at COP27 at Sharm Al Shaikh where it appeared in the cover decision text as the most significant factor for climate action globally.
This is open to the general public and anyone can partake. For instance, individuals, cooperatives, Farmer Producer Organizations (FPO), forestry and sustainable agriculture enterprises, private sectors and certain other types of corporations.
The activities like planting trees, harvesting and water saving, wastewater treatment, agro practices that are natural and regenerative, conserving and restoring mangroves, limiting air pollution and so forth.
Furthermore, even those who get the Eco Mark label for manufacturing and building construction are also included, such as from the Bureau of Indian Standards.
Mr Narassimhan hailed the move, “Overall, this is a great initiative. But it will be challenging to implement and requires the establishment of a scientific committee with activity-specific experts, who can frame the requirements for receiving green credits,” said Easwaran J. Narasimhan, an associate professor at the Centre for Policy Research (CPR), a Delhi based think tank. “The administrator must ensure that every credit generated under different categories are not ‘hot-air credits’ (unsubstantial or lacking real value) and are additional to what is already happening anyway.”
The answer is Indian Council of Forestry Research And Education (ICFRE) which is reputed for research and adding capacity, is appointed to overlook the implementation of GCP.

It will award credits and maintain such registrations. To guide and determine the guidelines, the ICFRE, a steering committee, is appointed, which will also manage its smooth functioning.
