Drone Operation Is Made Easier And Economical With New Rule Book:
Earlier last month, a national policy was floated and new rules have been brought in, making it easy for professionals and agencies to control and carry out drone operations in India.
The policy has won acclaim for presenting an optimized version of rules which was initially announced in March this year, and a drone operator is not needed to ask for security clearance now for drone registration or applying for the licence. For companies registered in India but with foreign roots, are also permitted to import drones as well as their parts and to operate here and such would be managed by the Directorate General of Foreign Trade.
PLI Scheme Approval For Drones And Its Components:
India has finally taken a pathway to become Mecca of drone technology by the time 2030 draws in, which is simply due to its core strength, frugal engineering enmeshed with IT that is coupled with demand emanating from inside the country.
The centre has given the nod to Production-Linked Incentive (PLI) scheme for drones and drone components which is said to be in-line with the government’s Atmanirbhar Bharat. No doubt, we get a host of benefits out from drones across multiple fields such as defense, agriculture, mining, infrastructure, responding to emergencies, surveillance, transportation, geo-spatial mapping etc.
PLI scheme for drones smacks of a handful of prime virtues as listed below:
- For this particular drone scheme, a whopping amount of Rs. 120 crore has been put aside, which is in fact, twice the turnover of what all indigenous manufacturers together get in FY 2020-21.
- For every manufacturer, he will be incentivized by 20% of the value he would add to the industry,
- For value addition, it will be calculated by deducting the purchase cost of drones and drone components from revenue from sales every year,
- PLI rate would remain @20% for the coming 3 years, which is said to be specific to the drone industry,
- The scheme has 3 years tenure and it would be revised or extended after checking its outcome.
- Besides, the minimum value addition norm is fixed at 40% of net drone sales as well as their components in place of 50% which is considered as another exception.
- A wide range of drone components are considered under this scheme such as Airframe, power systems, propulsion systems which include its engine and electric), launch and recovery systems, batteries and related components, Inertial Navigation System, Inertial Measurement Unit, flight control module, ground control station and related components, systems meant for communication, cameras, spraying systems, sensors and associated payload etc. Further, the ‘Detect and Avoid’ system, trackers, emergency recovery system, etc., as well as other components that are critical from a safety and security point of view.
- The Union government has also shown a great tilt towards widening the incentive scheme scope and developers of IT systems concerning drones will also be a part of it.
